<p>Det svarar rapporten &#8220;Den globala konkurrensen om talangerna&#8221; på, som vi på Future Place Leadership har hjälpt Teknikföretagen och Move to Gothenburg att ta fram.</p>
<p>Rapporten landar i åtta skarpa rekommendationer riktade till framför allt regeringen:</p>

<li>Utarbeta en nationell strategi</li>
<li>Utveckla Work in Sweden till en permanent plattform för samordning och utveckling</li>
<li>Genomlys regelverket i syfte att göra det mer sammanhållet och konkurrenskraftigt</li>
<li>Öka finansieringen till arbetet med attraktion, mottagande och etablering av internationell kompetens</li>
<li>Möjliggör för one-stop-shop-lösningar och digitalisera myndighetsprocessen</li>
<li>Skapa bra förutsättningar för medföljande partner</li>
<li>Säkerställ tillgång till bostäder och internationella skolor</li>

<p>Rapporten bygger också på en omvärldsanalys med inspiration från andra länder som kommit långt inom internationell kompetensattraktion som Finland, Danmark, Nederländerna, Tyskland, Estland och Kanada.</p>
<p>Rapportens analys bygger på intervjuer med representanter för de myndigheter som är verksamma inom regeringssamverkan &#8220;<a href="https://tillvaxtverket.se/tillvaxtverket/omtillvaxtverket/varauppdrag/allauppdrag/workinsweden.7098.html">Work in Sweden</a>&#8220;, en omfattande enkät med <a href="https://futureplaceleadership.com/news/kick-off-for-swedish-talent-attraction-forum-staf/">STAF – Swedish Talent Attraction Forum</a>, som samlar runt 80 representanter från nästan 20 regioner och kommuner verksamma inom internationell talangattraktion och intervjuer med företrädare för nationella och regionala satsningar på kompetensattraktion i jämförelseländer som Finland, Danmark, Nederländerna, Estland och Quebec i Kanada.</p>

<p>It is a question that many municipalities, regions, investors and employers are asking themselves – now that talent shortage is greater than ever throughout many industries.</p>
<p>The <strong><a href="https://www.talentcityindex.com/">Talent City Index</a> </strong>report was created to to investigate and benchmark how cities rank against each other in the fierce competition for skilled workforce, to be used as a tool and guidance to improve a city’s attractiveness and retention power.</p>

<p><span data-contrast="auto">The Talent City Index (TCI) ranks the 50 largest municipalities/cities in Finland according to how attractive they are to skilled workforce ages 20-45. <p>Behovet är solklart. Sverige behöver växla upp arbetet med att attrahera och ta emot internationell kompetens. Såväl samhälle som företag har allt att vinna på detta. Det behövs en nationell kraftsamling, tydliga mandat och bättre samordning för att skapa rätt förutsättningar och svara upp mot de behov av rätt kompetens vi har i vårt land. Rösten är samstämmig och stark från såväl arbetsgivarorganisationer och företag som från kommuner, regioner och lärosäten. Från politiskt håll behöver man också förstå att detta är en fråga som sträcker sig över betydligt fler områden än migrationspolitiken. Det är några av slutsatserna i den rapport vi under våren tog fram för <a href="https://www.teknikforetagen.se/">Teknikföretagen</a> och <a href="https://www.movetogothenburg.com/">Move to Gothenburg</a>.</p>
<p>I rapporten gör vi en jämförelse med hur internationell talangattraktion bedrivs i länder som <strong>Finland, Danmark, Nederländerna, Estland och Nederländerna.</strong> Siffrorna vi har räknat fram talar sitt tydliga språk: Sverige satsar långt mindre på området än jämförelseländerna.</p>

										<content:encoded><![CDATA[<h4>Switch to Sweden – Data Driven Solutions to Improve International Student Retention in Sweden</h4>
<p style="text-align: left;"><em>&#8216;Retention is the new attraction&#8217;</em> &#8211; Why do 75% of international master &amp; PhD students originally plan on staying in Sweden, but only about 20% end up doing so? Where is the gap? What doesn&#8217;t add up? And what could be the concrete steps to take to bridge that gap and get more of the talent to stay? The &#8216;<a href="https://linkopingsciencepark.se/switch-to-sweden/">Switch to Sweden</a>&#8216; report, which we did in collaboration with <a href="https://linkopingsciencepark.se/">Linköping Science Park,</a> funded by <a href="https://www.vinnova.se/en/">Vinnova</a>, answers exactly these questions. The insights are eye opening, and many regions and countries can relate to the challenges at hand, but also find inspiration from the suggested solutions.</p>
<p style="text-align: left;">The analysis has been based on these primary research questions:</p>
<p style="text-align: left;">&#8211; Why does an international Master’s or PhD student come to Sweden?<br />
&#8211; To what extent do they see themselves living in Sweden long-term? And what would make them stay?<br />
&#8211; Do the UN SDGs matter to the target group?<br />
&#8211; Do they agree with current suggested action for Higher Education Institutions and government?<br />
&#8211; What do they need the most help with to be able to stay after graduation?</p>

<p>In this study we provided a<strong> report</strong>, containing recommendations for how a new national coordination model for talent attraction management in Sweden could be set up.</p>
<p>This study includes an analysis of Sweden&#8217;s challenges and opportunities and who is doing what in talent attraction on the national and regional levels. It also comprises a benchmarking study of the talent attraction management models chosen by five countries: Finland, Denmark, Canada/Quebec, Estonia and the Netherlands.</p>

<p>A number of major tech companies lead the way and announced a permanent shift to remote work after the pandemic – and other employers have followed suit. At the same time, we have made quantum leaps in adopting new technologies that facilitate new ways of working. As a consequence, new migration and relocation patterns have emerged – some of which are here to stay.</p>
<p>In this report, our focus is on the future by identifying emerging phenomena related to how we will live and work in the next decade. Special emphasis is placed on the implications for places – towns, cities, regions and countries.</p>
<p>By employing the <strong>Signals of Change</strong> method, we aim to capture signals of how the future may develop – and how places can identify, understand, manage, and benefit from these phenomena.</p>

<p><span id="ember1528" class="ember-view">The handbook is a part of the national Talent Boost programme #FinlandWorks. </span></p>
<p>We’re proud to have delivered the updated <strong>version 2.0</strong> of the acclaimed cookbook from 2019 – showcasing the good recipes that already exist to inspire others and give an overview of what else is cooking in the talent scene in Finland.<span class="Apple-converted-space"> </span></p>
<p>It has been compiled by us for the <a href="https://tem.fi/en/frontpage">Ministry of Economic Affairs and Employment</a> and <a href="https://www.businessfinland.fi/en">Business Finland</a>.</p>
<p>Talent Cookbook Finland is meant to serve as a practical guide for those working with international talent and those who wish to learn about the international talent scene in Finland.</p>
<p>The methodology chosen is the one Talent Boost has been using and that has been authored by those who compiled this handbook: <em><a href="https://futureplaceleadership.com/talent-attraction-management/">Talent Attraction Management</a> (</em>TAM). The handbook’s purpose is to learn and inspire others to do things to speed up the development of Talent Attraction, Reception, Integration and Reputation in Finland.<span class="Apple-converted-space"> </span></p>
<h4>What’s new?</h4>
<p>Quite a lot, in fact. This version comprises an <strong>update of existing cases </strong>and<strong> a number of new cases</strong>, as well as <strong>two entirely new chapters</strong>: one on attraction and retention of international students and academics and one of attraction of start-up talent.<span class="Apple-converted-space"> </span></p>
<h4><strong>Finland consolidates its European lead</strong></h4>
<p>For us at Future Place Leadership, working with a broad range of cities, regions and countries across Europe in talent attraction, it is clear that Finland is <em>the</em> country in Europe that is doing most at the national, regional and local levels to attract and retain international talent. There are policies, political leadership, funding programmes, innovative projects and campaigns, cooperation platforms and a common methodology, Talent Attraction Management, in place to inform, advance and coordinate the work.</p>
<p>A bit of advice: if you represent a place in another European country and want to up your talent attraction game, take note of and learn from what Finland is doing.</p>
