Empowering Municipalities in the Digital Era: The Digital City Experts Project with Erasmus+

Digital transformation is a certainty, but how it will unfold and what concrete impact it will have on our lives is one of the most uncertain questions of our time. It is influenced by a multitude of different, interacting social, political, economic, technological and environmental drivers. Deciphering the complex picture that emerges from the interplay of these current and future drivers will be one of the most important challenges for the EU and its success as a public administration.

This handbook will serve to guide and convince sceptics and traditionalist educators within municipalities of the advantages of Smart Cities. It also serves as a valuable resource for professionals in the field.

With seven partners spanning five European countries, our mission was to bring small and medium-sized municipalities up to speed with the digital age.

As cities race towards digitization, it has become clear that many municipal staff lack the necessary expertise to lead change in this field. In countries like Germany and Italy, where municipal offices hold decision-making power over digital projects, there has been often a gap in the skills needed to turn those plans into reality.

To address this issue, the DCEx project created an online training platform for municipal staff and citizens. We also developed a training program that transformed key individuals in local offices into “Digital City Experts,” enhancing knowledge within these administrations.

At Future Place Leadership, we are proud to have contributed to this project, ensuring that everyone has the opportunity to understand and benefit from the digital transformation happening in our cities. Stay tuned for updates on how we continue to work towards making cities smarter and more connected.

Where would today’s and tomorrow’s qualified workforce prefer to work and live?

It is a question that many municipalities, regions, investors and employers are asking themselves – now that talent shortage is greater than ever throughout many industries.

The Talent City Index report was created to to investigate and benchmark how cities rank against each other in the fierce competition for skilled workforce, to be used as a tool and guidance to improve a city’s attractiveness and retention power.

Introduction to the report:

The Talent City Index (TCI) ranks the 50 largest municipalities/cities in Finland according to how attractive they are to skilled workforce ages 20-45.

Where would today’s and tomorrow’s qualified workforce prefer to work and live?

It is a question that many municipalities, regions, investors and employers are asking themselves – now that talent shortage is greater than ever throughout many industries.

We created the Talent City Index report to investigate and benchmark how cities rank against each other in the fierce competition for skilled workforce, to be used as a tool and guidance to improve a city’s attractiveness and retention power.

The first edition of the report concentrates on Sweden (and it is in Swedish), however we will be rolling out the study across other Nordic and Northern European countries very shortly, with English summaries. Perhaps your country is next? If you’d like to hear more or would like to be a part of future reports, do let us know and lets chat.

Some insights from the report:

Gothenburg beats Stockholm as Sweden’s most attractive city! Gotland comes in sixth place

Places with the greatest risk of losing residents in the next five-year period, Blekinge ranks highest, followed by Malmö in second place

Self-employed people and freelancers generally look for smaller municipalities such as Gotland, Falkenberg, Enköping and Eskilstuna

People in IT and engineering rank career opportunities within a region as the most important attraction factor, while economists and those in healthcare rank lifestyle factors the highest

Cities such as Umeå, Skellefteå, Sundsvall and Örnsköldsvik underperform in relation to their size, which indicates that northern Sweden will face major challenges in attracting new residents

Introduction to the report:

The Talent City Index (TCI) ranks the 50 largest city regions in Sweden according to how attractive they are to skilled workforce ages 20-45. The report also forecasts which regions are at risk of losing residents in the future.

Switch to Sweden – Data Driven Solutions to Improve International Student Retention in Sweden

‘Retention is the new attraction’ – Why do 75% of international master & PhD students originally plan on staying in Sweden, but only about 20% end up doing so? Where is the gap? What doesn’t add up? And what could be the concrete steps to take to bridge that gap and get more of the talent to stay? The ‘Switch to Sweden‘ report, which we did in collaboration with Linköping Science Park, funded by Vinnova, answers exactly these questions. The insights are eye opening, and many regions and countries can relate to the challenges at hand, but also find inspiration from the suggested solutions.

The analysis has been based on these primary research questions:

– Why does an international Master’s or PhD student come to Sweden?
– To what extent do they see themselves living in Sweden long-term? And what would make them stay?
– Do the UN SDGs matter to the target group?
– Do they agree with current suggested action for Higher Education Institutions and government?
– What do they need the most help with to be able to stay after graduation?

“We are really excited about working with data driven solutions to labor market needs of a country. This particular case is fascinating as we in our work across Europe and beyond, we see so many cases where retention of international students after graduation is either not a focus area or simply not successful. We applaud Switch to Sweden for prioritizing action in this area and look forward to support the implementation of the recommendations.” – Morten, Future Place Leadership

The theme of the Conference in 2021 was sustainability, approaching questions such as: How can sustainability become the competitive advantage for the Nordics as a whole? How do the strategies and activities of each national investment promotion agency (IPA) underpin that theme? What success stories have we witnessed from small and medium-sized municipalities and what can we learn from them? How will the IPAs navigate a post-pandemic investment landscape? How can the Nordic countries boost each other?

This report summarises the most important points made by the speakers at the Conference. The section “Our reflections” attempts to synthesise, draw conclusions and raise issues regarding the future. The cases explored in this report are:

The Nordic Place Branding Report 2022 – Eight selected cases of place branding for economic developers, place leaders and marketers.

The pandemic and the climate emergency have brought the question of what is essential for society to function, but also what we need or want as individuals. What matters to us? A number of trends have been set in motion which will impact place branding and place development: a movement for better life quality and life balance, and urge for connecting with one another and the world we live in, and a search for meaning.

In this report, we look at how people’s aspirations have changed during Covid-19, and how places have reacted to it. We asked a number of practitioners what changes in the aspirations of their target groups they have noticed in their own localities and areas of work, how it affected their role, and what lessons they draw from it. In addition, discussions in Helsingborg enriched this content, and we share here an overview of the conversation that took place in June 2022.
